This role carries out the processes of transforming IEvD’s repository of works, under the supervision of a more senior ELO Section staff, into reader-friendly materials and contributes to sharing them with key audiences and stakeholders, both internally and externally of the Islamic Development Bank (IsDB). The role coordinates the IEvD’s knowledge sharing systems and platforms and contributes directly to IsDB organizational learning and its transformation into an effective knowledge-based organization. The role ensures packaging of evaluation knowledge into various materials for multiple audiences / stakeholders using all relevant channels.
Contribution to Strategic & Operational Planning: •

- in the design process and operationalization of the evaluation knowledge management system.
- Provide technical inputs into establishing strategic objectives and formulating work program of the department, with specific focus on dissemination of knowledge.
- Support the Head of the ELO Section and the Director in allocation, and utilization of resources for dissemination knowledge, learning and outreach activities.
- Support the planning and implementation of a comprehensive IsDB’s knowledge management and dissemination strategy, policies, guidelines, systems, procedures and tools.
Knowledge Creation and Generation:
- Contribute to drafting dissemination materials (flyers, brochures, videos, social media posts, press releases, etc.) from evaluation reports.
- Prepare, review and edit power point presentation and briefs from evaluation reports.
- Coordinate and facilitate recording of videos and design of graphics on evaluation findings, lessons, recommendations and main messages
- Support the organization of knowledge sharing events and coordinate meetings/workshops on evaluation results to enhance the learning internally as well as externally.
- Contribute to the preparation of the IEvD’s Annual Evaluation Reports and related dissemination materials, and the chapter about IEvD in the Annual Development Effectiveness Review (ADER).
- Contribute to the preparation of the periodic newsletters on IEvD activities and products.
- Contribute to reviews and editing of evaluation draft reports, final reports and related dissemination materials (flyers, brochures, videos, social media posts, press releases, etc.)
Support to Evaluations’ Delivery and Utilization
- Contribute to the necessary due diligence process (Approach paper, Preparation,Approval of the mission, BTORs etc.) under the supervision of an evaluation team leader.
- Contribute to all necessary data and information collection and analysis for evaluation purposes, as assigned by the evaluation team leader.
- Contribute to the planning and undertaking of field visits, including interacting with internal and external stakeholders particularly member country governments, beneficiary population, development partners, private sector, etc.
- Contribute to collect and document relevant testimonies, case studies on major successes, impacts and failures of IsDB interventions and the extent of the sustainability of achieved development outputs and outcomes.
- Ensure that evaluations reports are complying with the Evaluation Document Management Guidelines and all related instruments.
- Assist in tracking the implementation of IEvD recommendations to the IsDB departments and entities.
- Contribute to desk reviews and analysis during validations of Project Completion Reports (PCRs) and MCPS Completion Reports (MCPS-CRs).
Maintenance of IEvD Platforms & Systems:
- Coordinate with IMDT, IsDBi, and other relevant departments to ensure professional development and maintenance of the IEvD platforms and systems (e.g., LEARN, STEER, etc.) as per the industry standards.
- Ensure updated content is reflected timely on the online LEARN platform with the latest evaluation BTORs, Reports, Knowledge-Series, Executive Dissemination Notes, pictures, videos, newsletters, news and any other IEvD knowledge products.
- Handle the regular updating of IEvD’s online database on the key lessons learnt, and recommendations from independent evaluations reflected on the LEARN platform.
- Ensure the regular updating of the online knowledge platform on the Systematic Tracking of the Execution of Evaluation Recommendations (STEER) with outcome of evaluations, namely recommendations, MAPs.
- Update on regular basis the online Evaluation Resource Centre using internal and external sources of knowledge.
- Handle any request for access to IEvD knowledge products and ensure compliance with IsDB Information Disclosure and Dissemination Policies.
Capacity Development:
- Provide inputs to improve evaluation culture and practices within the IsDB as well as in the MCs.
- Contribute to organizing proper training for IEvD staff on different instruments such as: policy, toolbox,guidelines, procedures, evaluation charters and others.
- Contribute to the organization and implementation of evaluation capacity development initiatives in MCs.
- Contribute to the development of e-learning courses on evaluation for staff development
- Ensure appropriate maintenance and access to online repository of evaluation capacity development materials to IEvD staff and various stakeholders
Corporate and Evaluation Surveys:
- Advise business units (including IEvD) on the planning and design of surveys including target respondents, appropriate survey approaches, methods and questionnaires based on business needs and specific requirements.
- Test and administer online surveys and monitor their progress.
- Contribute to data analysis and interpretation and to preparing reports on survey results.
- Present survey outcomes to stakeholders concerned, as needed.
- Evaluate the performance of surveys and methods underlying them to improve future surveys.
- Contribute to the design / revision of survey guidelines to ensure credibility, objectivity, standardization, harmonization & independence including generic format for the survey and for the end report.
Reporting, Communication & Outreach:
- Contribute to generating new knowledge products in the form of reports, videos, articles,flyers, online help, tutorials, and other documents.
- Assist in publishing of IEvD knowledge products in the form of reports, online help,tutorials, and other documents.
- Participate in the wide dissemination of IEvD Annual Evaluation Reports (AER).
- Participate in the preparation of the Bi-annual STEER report to the Operations and Development Effectiveness Committee (ODEC) of the Board Of Executive Directors (BED) in order to track the extent to which IEvD’s recommendations have been adopted / implemented.
- Monitor STEER progress to ensure adherence to the schedules.
- Assist in disseminating evaluation materials to multiple audiences / stakeholders using all relevant channels in close coordination and liaise with the other business units, whenever necessary.
- Contribute to regularly review the effectiveness of the ELO activities and fine-tuning the knowledge products, platforms, and dissemination channels of evaluation outputs.
- Ensure appropriate access to online repository of evaluation outputs and outcomes to various stakeholders
Academic and professional qualifications:
- Bachelor’s degree in Economics, Finance, Business Administration, Engineering or any related discipline.
- Minimum 5 years of prior relevant experience in knowledge Management, communication & event implementation, and effectiveness evaluation in a multilateral development sector.
- Sound knowledge of online and print media.
- Knowledge of international development policies and operations management.
